Why is there an installation fee applied for customers with existing cable internet service, it's just a transfer no tech call necessary. Other TPIA's do not charge in these circumstances.

If you go to page 44 under 1.2.7 c, it shows that cogeco charges $17.72 + Tax ($20.02) to transfer existing cable members to a TPIA. I'm guessing the other TPIA's are eating that cost in hopes that you'll sign up with them instead for the short term savings.

Any time uncumbents need to roll a truck, they charge install fees. Typically incumbent to TPIA is a process which TPIA and incumbent can coordinate and it allows to avoid truck rolling. In TPIA to TPIA case this is very hard to do, because TPIAs are not coordinating dates when order is disconnected by one and connected by another and in 90% of cases it is an install which is passed on to consumer
